The National Coalition of Field Officers (supervisors and enumerators) for the 2021 Population and Housing Census has petitioned the Ghana Statistical Service (GSS) over harsh conditions meted out to them.
According to a statement issued by the coalition, they expressed their disappointment in the GSS as the agreed service of conditions given to them and are therefore calling for an increment in payment.
“The energetic and hardworking trained Field Officers are very much disappointed with the agreed payment and service conditions given to them. We are agitating for an increment in our payment and good service conditions meted unto us”, the statement added
The Ghana Statistical Service before the engagement indicated that the amounts to be paid to these officers are GH¢2,520 and GH¢2,950 to both enumerators and supervisors respectively in tranches. According to the coalition, the number of challenges that are faced daily outweighs the job to be done by sighting the following;
the tedious nature of the work trekking from one household to another to administer over 20 questionnaires to an individual; working in odd hours `through callbacks to meet members of households who were not in the house due to the nature of their jobs; working through harsh weather conditions (sunshine and rains) without any health risk allowance; and of course other colleagues in some of the Enumeration Areas who access routes through muds, bushes, and crossing streams and rivers amidst reptiles bite.
They however expressed the zeal they have in working for mother Ghana but not without motivation and good conditions of service and therefore called on the GSS to act fast making provisions for some essential allowances like the risk and health allowance.
“We understand this exercise is very pertinent to mother Ghana and as such, quality data needs to be collected. If Field Officers who will help collect this data are not motivated to work, how does this become a success? We deem it important to be given good conditions of service. In a nutshell, Ghana Statistical Service (GSS) should make provisions for some essential allowances like the risk and health allowance”, the statement added.
The census night being 27th June 2021, the coalition has called on the GSS to address the issue urgently to make filed officers have a clear conscience by 26th June 2021 as they request service to pay them an amount of GH¢3,500 and GH¢4,000 respectively alongside the allowances. Moreover, should there be any form of the extension during the enumeration period, the coalition has also demanded that they should be remunerated as such. No overtime work without payment.
“In furtherance, enumerators and supervisors are requesting for an amount of GH¢3,500 and GH¢4,000 respectively alongside the allowances. The Census Night being 27th June 2021, we need GSS to address this issue urgently to make Field Officers have a clear mind by 26th June 2021, else the unexpected will happen. Should there be any form of the extension during the enumeration period, we are to be remunerated as such. No overtime work without payment”, the statement added.
