Here is why October 2022 salary validation and payment will delay

The Controller and Accountant Generals Department (CAGD) has been unable to follow its salary payment schedule since the commencement of 2022.

It may be due to several factors or anomalies. Meanwhile, the salary validation window for October 2022 may delay due to the inability of the government to pay Special Duty Allowances (SDA) and other administrative issues.

A petition issued by the staff of CAGD and intercepted by EducandGhana.Net reveals that all validation services for public sector workers will be halted if immediate action is not implemented to curtail the situation.

Salary Validation Dates For October 2022

An analysis made by Educand Ghana Network shows that this will be a big blow to public sector workers in case validation processes are halted. The reason is that every public sector in Ghana needs to be validated by CAGD before salaries can be paid. Therefore, payment of salaries for the month of October may be delayed since validation services will be halted.

The petition, according to the aggrieved controller personnel, is essential as a result of their deteriorating circumstances and the lack of leadership to put their welfare first. They are therefore requesting that management resolve these problems within fourteen days.

“Failure on the side of management to attend to their needs will lead to abstinence from the forthcoming production of 3rd quarter national accounts of the Consolidated Fund”, the group added.

Concerns and Demands of CAGD Staff-This if not Resolved May Lead to Delay in Payment of Salaries

  • 2021 SDA be paid immediately and 2022 be paid by the end of the year whiles subsequent SDAs be consolidated into our monthly salaries. This has become necessary following delays in payment of the allowance at every year-end, an allowance that used to be part of staff salaries in the past.
  • Vehicle or Car Maintenance Allowances for 2021 and 1st, the 2nd, and 3rd quarters of 2022 should, as a matter of urgency, be paid without further delay.
  • Steps should be initiated to make the department either a Service or Authority. This will enable the Department to ensure professionalism without undue interference.
  • Transfer or posting grants for all CAGD staff be borne by the department henceforth.
  • Regional directors and finance officers should be given vehicles and resources to discharge their duties effectively.
  • Management should see to the formation of a vibrant labour union for all staff of the department. This will put to rest, the perceived sabotage by CLOGSAG so far as our SDA is concerned.
  • There should be quarterly and timely GoG releases to all Finance Units of the District Assemblies as it’s being done for other Departments.
  • That your leadership initiate steps to prepare and implement a better salary structure compared to that enjoyed by our ‘sister’ Departments for all staff of the department. Besides ensuring efficient disbursements of public funds, the Department also withholds and pays taxes into the consolidated fund.
  • Delayed releases to CAGD Regional Directorates should be addressed and the amount increased to enhance the smooth administration of these offices.
  • Chief Accountants of the Department be placed on level 23 and ACAG moved to level 24
  • All staff due for promotions should be invited for promotion immediately
